Follow the manufacturer's guidelines to pop 1/2 cup of popcorn kernels using an air popper. As an alternative, put the popcorn kernels in a brown paper bag, fold the top several times to seal it, and microwave on high for 2-3 minutes or until the popping slows down to about 5 seconds between pops.
Put the red, white, and blue candy melts into separate microwave-safe bowls. Microwave each bowl for 1 minute, stir, and then continue microwaving in 30-second intervals, stirring between each, until completely melted. Once melted, transfer each color into its own small piping bag or a zip-top bag with a small corner cut off for drizzling.
Spread the popped popcorn on a large baking sheet lined with parchment paper. Drizzle the melted red, white, and blue candy melts over the popcorn in a zigzag motion.
While the candy is still melted, evenly sprinkle the M&Ms and decorative sprinkles over the popcorn to help them adhere.
Let the candy melts set at room temperature for about 15-20 minutes. Alternatively, you can speed up the process by placing the tray in the refrigerator for about 10 minutes.
